Billing Discrepancy – Copilot Pro Charge and Unmetered Budget Overrun (Copilot) #188177

If Copilot Pro keeps showing as expired even though you’re subscribed, it’s usually a billing update delay on GitHub’s side. Try these steps: • Check your Billing & plans on GitHub to confirm the subscription is active Sometimes GitHub takes a bit to sync the subscription status. If it still shows expired after a while, contact GitHub Support with a screenshot of your payment and the error. Hope this helps 🙌 |

What you are experiencing is most likely due to Copilot Pro subscription billing being separate from metered API usage charges, and the “unmetered budget” applying only to specific usage categories. Let’s break this down clearly: 1️⃣ Copilot Pro Subscription ($39.00) The $39 Copilot Pro charge is a fixed monthly subscription fee. Access to Copilot Pro features Higher usage limits inside supported IDEs Enhanced model access (depending on plan) This charge is independent of API usage billing. It does not automatically include unlimited API calls via Azure OpenAI or GitHub Models API unless explicitly stated in your plan documentation. 2️⃣ Unmetered Budget ($60 Limit) The $60 “unmetered spending limit” typically applies to: Metered API usage Overage costs Additional compute beyond included quota However: Spending limits may not apply to all billing categories Some services (e.g., Azure consumption or GitHub Marketplace apps) may bypass certain caps depending on configuration The limit may apply to future charges, not already incurred usage 3️⃣ The $100.05 Charge A $100.05 attempted charge likely includes: Accumulated API usage (tokens, completions, embeddings, etc.) Possible Azure OpenAI service consumption Model usage outside Copilot IDE integration Taxes or regional adjustments Prorated usage from previous cycle To verify this: Go to: GitHub → Settings → Billing & Plans → Usage or Azure Portal → Cost Management + Billing → Cost Analysis Review: Service name Meter category Resource ID Billing period Cost breakdown 4️⃣ Why the Spending Limit Did Not Block It Spending limits often: Prevent new resource provisioning Stop certain services Do not retroactively cancel already incurred usage Do not override subscription renewals May not apply to Marketplace subscriptions If the usage occurred before the cap triggered, billing will still process. I’m only using through VSCODE and again I keep getting warning that I have reached a certain percentage of my unmetered usage and and increase again bringing it to $60, as against the $20 I started.
The confusion is that I was just charged for copilot pro but they’re still charging me from unmetered.
They’re included the metered subscription and unmetered usage.
They’re charging for the gross and after charging for subscription.
This is deceptive

Let’s break this down clearly:
1️⃣ Copilot Pro Subscription ($39.00)
The $39 Copilot Pro charge is a fixed monthly subscription fee.
This covers:
Access to Copilot Pro features
Higher usage limits inside supported IDEs
Enhanced model access (depending on plan)
This charge is independent of API usage billing.
It does not automatically include unlimited API calls via Azure OpenAI or GitHub Models API unless explicitly stated in your plan documentation.
2️⃣ Unmetered Budget ($60 Limit)
The $60 “unmetered spending limit” typically applies to:
Metered API usage
Overage costs
Additional compute beyond included quota
However:
Spending limits may not apply to all billing categories
Some services (e.g., Azure consumption or GitHub Marketplace apps) may bypass certain caps depending on configuration
The limit may apply to future charges, not already incurred usage
3️⃣ The $100.05 Charge
A $100.05 attempted charge likely includes:
Accumulated API usage (tokens, completions, embeddings, etc.)
Possible Azure OpenAI service consumption
Model usage outside Copilot IDE integration
Taxes or regional adjustments
Prorated usage from previous cycle
To verify this:
Go to:
GitHub → Settings → Billing & Plans → Usage
or
Azure Portal → Cost Management + Billing → Cost Analysis
Review:
Service name
Meter category
Resource ID
Billing period
Cost breakdown
4️⃣ Why the Spending Limit Did Not Block It
Spending limits often:
Prevent new resource provisioning
Stop certain services
Do not retroactively cancel already incurred usage
Do not override subscription renewals
May not apply to Marketplace subscriptions
If the usage occurred before the cap triggered, billing will still process.
Additionally:
If your Copilot subscription is via GitHub but usage is via Azure OpenAI, those are billed under different systems.

Body
On January 26, 2026, I was charged $31.45 for Copilot Pro. Subsequently, on February 20, 2026, I was charged $39.00 again for Copilot Pro renewal.
However, despite this subscription payment, I am still being charged from my unmetered budget. I had previously set my unmetered spending limit to $60 for the month. I am now seeing an attempted charge of $100.05, which exceeds my configured $60 limit.
My understanding was that:
The $39 Copilot Pro charge covers my subscription.
The $60 unmetered budget represents the maximum additional usage allowed for the month.
I have not exhausted the $60 usage limit.
Given this, I would like clarification on the following:
Why am I being charged beyond my $60 unmetered budget limit?
Is Copilot Pro usage being billed separately from the subscription fee?
What specifically makes up the $100.05 charge?
Why is my spending limit not preventing additional charges?
Kindly provide a detailed breakdown of the charges and assist in resolving this issue as soon as possible.
